Emma Bulmer is Deputy Director for Hydrogen & CCUS Growth & International in the Major Decarbonisation Projects Group in the Department for Energy Security and Net Zero.  She has been working in the programme for over four years and previously led work to set the net zero target and the fifth carbon budget.  She has undertaken a variety of roles on energy and climate for the UK Government, including working in Cabinet Office.
